First, the heat and the rubber draw out the plasticizer that keeps a cheap coating flexible, which makes that exact spot sticky and weak. Second, as the tire cools it bonds lightly to that softened film. The next time you back out, the tire wins the tug-of-war and pulls the coating off the concrete. You are left with patches the shape of your tire contact area, usually right where you park.
